Job Description and Duties

Under the general direction of the Information Technology Manager I (ITM I), Project Management Office, within the Enterprise Portfolio Management Office (ePMO), the Information Technology Specialist II (ITS II) performs all aspects of project management for Information Technology (IT) projects following Project Management Institute (PMI), California Department of Technology (CDT) standards, CDPH standards and industry best practices. The ITS II leverages project management practices and tools for various System Development Lifecycle (SDLC) methods (such as waterfall and agile) through the entire project management life cycle. The ITS II manages and leads all IT Projects adhering to Statewide Information Management Manual (SIMM) Section 17 and SIMM Section 19. In ensuring associated project and contract documents meet control agency-imposed deadlines for IT project approval, development, closing, and reporting processes. Activities will include but not limited to developing and sharing tools, techniques and best practices when managing projects; provide IT project oversight, authorizing IT projects by performing all aspects of the California Project Approval Lifecycle (PAL); managing IT contract acquisitions and resulting contract; ensuring vendor management methods are established and followed; and training and leading project management teams on various aspects of project management.

The ITS II provides clear verbal and written communication to promote common understanding and appropriate information sharing. The ITS II collects information and develops quality reports. The ITS II has extensive contact with colleagues at all levels within CDPH, vendors, other State/Federal departments, and control agencies. The ITS II must exercise sound judgment, effectively manage projects, and produce timely, high-quality IT products in order to align with the ePMO mission to deliver successful technology solutions that advance the missions of CDPH public health programs.

The ITS II will perform duties within the IT Project Management and Business Technology Management domains.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Working Conditions

Telework Information:

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Knowledge of State IT procurement vehicles and processes as defined in DGS SAM and SCM volume 2 IT and CDT SIMM 71B and SIMM 22B.
  • Experience managing all aspects of IT Projects utilizing PMI and CDT standards.
  • Experience with managing multiple projects and efforts concurrently.  
  • Experience with leading and facilitating meetings.
  • Experience communicating, presenting and developing written anaylsis to convey technical information, project status, and recommendations to all level so stakeholders.
