Position : Manager of Information Technology Informatics

Definition:

Under the general direction of the Director of IT Admin-Application, this classification serves as an IT resource, supporting all clinical or financial staff roles throughout the health center/ care continuum (as assigned) in the specialty of Clinical or Revenue Cycle Informatics. The incumbent coordinates and monitors the analysis, design, implementation, evaluation and maintenance of clinical informatics applications and projects within the assigned ministry/area as well as coordinate and provide direct support and education to Kern Medical clinicians (physicians, pharmacists, radiology technologists, nurses, and other interdisciplinary team members) and revenue cycle staff in their use of Health System technology including the electronic health record (EHR). 5% travel required across the Bakersfield area for clinic needs. The roles will support both acute and ambulatory service lines.

Essential Functions:

  • Develops curriculum for clinical and/or financial information and communication systems and provides education for current and new customers.
  • Coaches, mentors, and provides one-on-one at the elbow support (including Dragon Medical One, Dragon Medical Advisor, PowerChart Mobile, and other mobile clinical solutions) for members of the clinical team in gaining and maintaining competency in use of clinical information and communication systems.
  • Provides instructor-led training tailored to the learner’s individual needs, including but not limited to, flexibility with time, location and content; assess and address educational needs related to clinician/provider/user use of clinical information systems.
  • Coach, mentor, and provide support for members of the financial team in gaining and maintaining competency in the use of financial systems and communication systems.
  • Develops and coordinates communication about future CERNER changes, upgrades, and downtimes to customers; develop and perform competency assessments related to use of information systems, documents findings; designs and delivers targeted training and remediation as necessary and evaluates effectiveness of interventions.
  • Synthesizes data, information, and knowledge to clarify informatics issues or problems; analyze multiple approaches/solutions to the informatics issue or problem, develop a recommended informatics solution for the specific issue or problem, and manage the process for implementing the solution to the informatics issue or problem.
  • Identifies, analyzes, prioritizes, redesigns, tests, and implements improvements to existing clinical and/or financial information systems; leads root cause analysis efforts related to clinical information systems.
  • Develops methods, techniques and evaluation criteria for obtaining information system performance improvement results; considers factors related to safety, effectiveness, costs, and impact to patient care when problem-solving.

Employment Standards:

Education:

  • Bachelor’s degree in pharmacy; Doctor of Pharmacy preferred.; (as appropriate for role); licensed pharmacist.

OR

  • Licensed Nurse Practitioner, Physician’s Assistant, Medical Doctor, or another licensed provider (as appropriate for role)

OR

  • Preferred Bachelor’s degree in nursing, other clinical discipline, information technology/informatics, business, management, communications, etc.; two (2) plus years of experience in a position that had the same or similar primary duties.

OR

  • Associates Degree or Certification in clinical discipline (e.g. nursing, respiratory therapy, medical assistant, surgery technician, pharmacy technician), education, information technology, business administration, or a related healthcare or IS field with two years of experience in a position that had the same or similar primary duties.

OR

  • Without a college degree, five (5) years plus of blended work experience.
  • Experience with supporting clinician use of an EMR system, with expertise in hospital or ambulatory clinical computer applications (as appropriate for role).

OR

  • Experience with supporting revenue cycle staff use of an EMR system, with expertise in hospital or ambulatory financial computer applications (as appropriate for role) WITH Preferably 2 years' experience as a revenue cycle leader in a hospital setting using Cerner Millennium Patient Accounting, Access HIM, Cerner Registration and Scheduling, and Charge Services.
  • Informatics certifications or credentialing; may be equivalent for up to two (2) years; Experience for this position at the hiring manager’s discretion.

Experience:

  • Two (2) years’ experience in creating, designing, and writing training materials.
  • Two (2) years’ experience in Electronic Health Record maintenance and support of preferably Cerner.
  • Project management and/or project team leadership.
  • Change management and process improvement leadership.
  • Intermediate experience with Microsoft Office applications including Outlook, Word, Excel, PowerPoint as well as SharePoint.
  • Staying current with HIPAA, CMS, and TJC (The Joint Commission) standards, management and healthcare issues and trends, and legal implications, pertaining to CERNER access and use.

As Disaster Service Workers, all county employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.
